INTAL Network of Research Centers on Integration - RedINT RedINT's First Integration Forum will be held in 2000. The studies produced by the consortia of centers selected in the network's first call for proposals will be presented at that event. At the Integration Forum, the network will announce its second call on a topic yet to be decided. A study on the Caribbean sub-region will also begin, to be developed by a consortium of centers headed by the University of the West Indies. Support to Trade Negotiations for Latin America and the Caribbean A new program of seminars courses for negotiators from Latin America and the Caribbean will be organized in 2000. Activities will be undertaken in the Andean sub-region, the Caribbean, Central America and the Southern Cone, with a total of over three hundred participants. Through the agreement between INTAL and the World Trade Organization, the program will be arranged as follows: i ; it will address new issue areas arising from specific demands from participating governments; ii ; an effort will be made to widen the scope of the program toward private sector participants, especially as regards issue areas in which such participation is relevant; iii ; the participation of negotiators from Latin America and the Caribbean will be broadened, especially from the C and D member countries of the IDB, in new training activities in WTO headquarters on dispute settlement; and v ; at a sub-regional level, the year will see the start of Short Trade Policy Courses that are longer and thematically broader than the kind of activities carried out to date. The North American Free Trade Agreement NAFTA ; and the Countries of the Central American Common Market, Belize, Panama and the Dominican Republic This project's research activities, including the fieldwork, were completed in the last quarter of 1999. Working Paper No. 12 of the INTAL-ITD-STA Series published this month deals with "Mtodos casusticos de evaluacin de impacto para negociaciones comerciales internacionales". The document by Antonio Bonet Madurga mainly aims at describing some practical methods to approach international negotiations, particularly those related to trade and regional integration. Thus the purpose of the paper is to provide a tool to facilitate decision-making and the establishment of priorities and negotiating strategies, which are inherent to this type of international negotiations. The methodological tools proposed by the author include the use of an impact evaluation system which he calls casuistic method based on best practices. Therefore, the model the author tries to systematize is based on the experience of officers and negotiators regarding impact evaluation, and in turn, minimizes the use of more sophisticated quantitative and theoretical instruments. Although the resulting model lacks the precision of other alternative impact assessment models for trade negotiations or regional integration agreements, it is easy to use and requires five steps. The first aims at obtaining a "picture" of the object under study that shows the current status and that can help to put on scale the evolution of bilateral trade. The second step is addressed to identifying sensitive priority products for the parties, with the purpose of dividing products or economic sectors that are potentially controversial from those that entail significant opportunities for increasing trade. The third step consists of a tendency analysis that projects the future import and export flow volumes based on existent records for the recent past. A casuistic analysis is the next step proposed by the author. This stage of the model would allow to fine-tune the tendency analysis and determine more accurately the possible effects of trade liberalization on the sensitive priority products or sectors, introducing objective elements of judgment. The fifth and last step promotes the establishment of the negotiation strategy based on the possible effects of liberalization. Controlled trials directly comparing zafirlukast to inhaled corticosteroids have not been published. However, in patients with similar disease severity, low doses of inhaled corticosteroids improve FEV1 by 20% suggesting that zafirlukast increases FEV1 by 10% ; is less effective than inhaled corticosteroids. Some studies suggest that the leukotriene receptor antagonists may facilitate tapering of high doses of inhaled corticosteroids. When pranlukast not available in Canada ; was added to the regimen of patients using beclomethasone 1500 mcg 6 puffs ; per day, patients reduced their dose of inhaled corticosteroids by 50% without a decrease in lung function or worsening of symptoms. In an unpublished study, zafirlukast 80 mg BID 4 times higher than the recommended dose ; also had a `steroid-sparing' effect. However, in another unpublished study, patients who received montelukast were able to taper their dose of inhaled and kaon.
