SEE TABLE 3 ; Attention Deficit Hyperactivity Disorder ADHD ; involves developmentally inappropriate degrees of inattention, impulsiveness and hyperactivity. The issue of developmental relativity is critical in that younger children normally have less capacity to maintain attention and control impulses than older children and adults. When an individual is not functioning as is expected of someone his age in these areas, this diagnosis can be made. Some children with ADHD suffer from a developmental lag in attentiveness and will catch up just as some children walk later than others but eventually walk normally however, others have symptoms of ADHD which persist into adulthood. Transitory hyperactivity and distractibility etc. are nonspecific symptoms in children and can be caused in otherwise normal children by numerous conditions e.g., being tired, bored, over stimulated, stressed, having a fever etc. It is now theorized that ADHD involves deficits in the brain's capacity to carry out executive functions which include the ability to anticipate potential and hypothetical circumstances, prioritize among competing influences and postpone action until the time for it is optimal. The frontal and prefrontal lobes of the brain play a major role in executive functions. Impairment of the brain's executive control over impulses and concentration leads to distractibility, impulsive responses to stimuli and increased motor activity. ADHD is thought to result largely from dysfunction of dopamine modulated brain frontal and prefrontal lobe mechanisms which normally enable one to control impulses and postpone responses to stimuli as well as to focus and maintain concentration on only the most important of various stimuli being simultaneously perceived. Thus, in ADHD, the process of "filtering" and "prioritizing" stimuli does not keep up with the incoming flow. This impairment also occurs in normal children and adults when they become fatigued and results in the same loss of concentration. If untreated, ADHD often results in chronic school and social problems and may lead to delinquent behavior. The stimulants Ritalin, Dexedrine, Adderall etc. ; work by "speeding up" the executive function process, not by producing sedation. These medications are not "paradoxical sedatives" for hyperactive children as was once thought. Their effect on anyone is stimulant, and they produce the same therapeutic effect on most people with an attention deficit problem be they hyperactive children or fatigued law students. They do not enhance concentration beyond what the normal rested brain can do, and the ability to overcome fatigue is limited. 8090% of children with ADHD improve with stimulants which produce the best results in treating the cognitive problems poor concentration, distractibility ; . If impulsivity and aggressiveness are significant components of the ADHD, antidepressants are sometimes more effective. If an extreme degree of motor activity is involved, Catapres clonidine ; or Tenex guanfacine ; may work best, alone or in combination with a stimulant. Risperdal or other novel antipsychotics usually in combination with a stimulant ; have also been shown to be effective with aggressive ADHD patients. The most common side effect of the stimulants is overstimulation which can worsen hyperactivity and agitation and cause insomnia. Usually lowering or adjusting the time of the doses can control this. Cardiovascular stimulation can increase heart rate and blood pressure which need to be watched. The stimulants are appetite and, in some cases, have been thought to be growth suppressants, and weight and growth should also be monitored. However, small size is associated with ADHD whether treated or not, and stimulants may not be the cause of the problem. Tics may arise during stimulant treatment necessitating a change. High doses beyond therapeutic range ; can produce psychosis which generally resolves after stimulant medication is stopped. Despite potential for recreational abuse, studies show those who take stimulants for treatment of ADHD have no increased likelihood of substance abuse. Long acting forms of methylphenidate Ritalin ; have come into use. These are Metadate and Concerta. A long acting form of Adderall Adderall XR ; is also available. Strattera atomoxetine ; is a relatively new ADHD medication. It increases norepinephrine activity by blocking NE reuptake and was developed as an antidepressant but found not to work as an antidepressant but, rather, to be about 70% effective for ADHD treatment less than the 8090% effectiveness of stimulants ; . It can be useful for children who do not respond to stimulants or who have dopamine based adverse effects such as tics. Strattera can be combined with stimulants for treatment resistant ADHD. HEU Commercial Agreement On March 24, 1999, the Western Companies signed an agreement with Tenex such agreement, as subsequently amended, the "HEU Commercial Agreement" ; . Under the HEU Commercial Agreement, the Western Companies were granted options to purchase a majority of the Disarmament Uranium. On November 16, 2001, Tenex and the Western Companies signed an amendment to the HEU Commercial Agreement. Under the terms of the amendment, the Western Companies committed to exercise their options to purchase a quantity of uranium about 124 million pounds U3O8 ; equal to their share of the annual quota under the USEC Privatization Act for the period 2002 to 2013. A Cameco subsidiary's share is 53 million pounds. Tenex retained about 82 million pounds to sell under its share of the US quota. The Western Companies have exclusive options to purchase the balance of the Disarmament Uranium. From 2001 to 2003, a Cameco subsidiary exercised options for an additional 18 million pounds. A series of related agreements between the US and Russian governments collectively, the "Bilateral Agreement" ; , which are integral to the HEU Commercial Agreement, require Tenex to return to Russia the Disarmament Uranium not purchased by the parties to the HEU Commercial Agreement or sold by Tenex, and allows Russia to use about 7 million pounds U3O8 equivalent annually for blending down HEU to Disarmament LEU. Pursuant to Bilateral Agreement, the balance of the returned uranium is to be placed in a monitored stockpile. In the event the monitored stockpile exceeds 58 million pounds U3O8 equivalent, Russia is permitted to sell the excess into supply contracts in existence on March 24, 1999, mainly with utilities in Eastern Europe. Tenex had been selling its share of the US quota through a contract with Globe Nuclear Services and Supply GNSS, Limited "GNSS" ; . In November 2003, Tenex terminated its contract with GNSS effective January 2004, stating that "the terms of the contract with GNSS are contrary to the interests of the Russian Federation." Tenex has indicated an intention to meet all of the GNSS delivery commitments, reportedly amounting to about 31 million pounds U3O8 equivalent. On June 16, 2004, Tenex and the Western Companies signed a further amendment to the HEU Commercial Agreement. The amendment provides, among other things, that the Western Companies will forego a portion of their future options on non-quota HEU-derived uranium i.e. quantities for consumption outside the US ; to ensure there is sufficient material in Russia for blending down HEU to commercially usable low enriched uranium. This amendment was due to Russia's rising requirements for uranium to fuel their expanding nuclear plant construction program within Russia and abroad. The amendment to the HEU Commercial Agreement was approved by the US and Russian governments. This amendment resulted in the Western Companies exercising most of their options under the HEU Commercial Agreement, giving them firm purchase commitments for almost 163 million pounds of uranium from 2004 through to the end of 2013. Due to this further amendment and the Tenex termination of its agreement with GNSS, the amount of HEU-derived uranium that theoretically would have been available to the market in the western world has been reduced by about 74 million pounds in the period 2004 through 2013, along with the contained conversion component of some 28 million kilograms of uranium as UF6. The 74 million pounds is made up of about 30 million pounds of Tenex material that will be returned to Russia and the remaining 44 million pounds is the monitored inventory as of the end of 2003. Trade Restraints and Policies The US government and the European Union "EU" ; have limited the access of Commonwealth of Independent States "CIS" ; suppliers to their respective markets. In the US, an ad hoc committee of uranium producers and other companies filed an anti-dumping suit against the former Soviet Union in 1991. The resulting settlement was effected in suspension agreements signed in October 1992 by the US Department of Commerce "DOC" ; with Russia, Uzbekistan, Kazakhstan and Kyrgyz Republic. The suspension agreements with Uzbekistan, Kazakhstan and Kyrgyz Republic have since terminated. The suspension agreement with Russia was expected to expire at the end of March 2004. Under this agreement, approximately 4 million pounds of Russian U3O8 per year were allowed to be imported into the US, but only to the extent matched in sales with an equal volume of new US production. DOC has taken the position that the agreement remains in effect, but there are now no longer affirmative quotas for certain types of commercial Russian uranium.

The holidays are coming and I`m afraid to face that fact. How will I ever get through Thanksgiving, Hanukkah, Christmas and the beginning of the new year without one who was so vital to my life?
