CONDENSED STATEMENT OF REVENUES, EXPENSES AND CHANGES IN NET ASSETS INFORMATION Continued ; Operating revenues: In 2004 traffic increased at Hopkins Airport resulting in an increase in landed weight of 247, 067, 000 pounds, or 3.2% from last year. Of the 0, 852, 000 in total operating revenue, , 802, 000 or 30.5% was from signatory landing fees. This represents a 20.0% increase from 2003, which is primarily due to increased landing fee rate and increased traffic. Signatory terminal rentals accounted for , 025, 000 or 24.4% of total operating revenue. This represents an increase of 17.1%, which is primarily due to an increase in rates and charges. Parking operations accounted for , 659, 000 or 14.1% of the total operating revenues. This is an increase of 30.9% over the prior year's parking revenue. During our research in the area, we discovered that some LRFF traders kept continuous records of the daily fish catches bought from individual fishers and vessels, either in record books or as copies of cash receipts given to fishers. These records included the date of sale, the name of each fisher or vessel registration number, the local name for each species bought, the total weight kg ; of each species but not the number of individual fish ; , and the price per kg paid for each species. Several traders were willing to let us study their receipts and record books on the understanding that we were conducting independent academic research. We were able to gain access to these scientifically valuable datasets only because we worked closely and openly with local fishers and traders!
The July 2003 estimate was based upon an extensive sample of available data supporting the calculation of Medicaid rebates paid from 1998 to 2002, and was generated with the assistance of outside consultants. Since that time, our outside consultants have undertaken a comprehensive audit to determine the actual amount of underpayments under Medicaid during the period from 1998 to 2002. As a result of that recently completed audit, we have determined that our accrual for estimated amounts due under Medicaid and other governmental pricing programs through December 31, 2002, should be increased by .0 million. In addition, based on the results of the comprehensive audit for the period from 1998 through 2002, we estimate that we underpaid amounts due Medicaid by ##TEXT##.9 million during the period from 1994 through 1997. Accordingly, results for the fourth quarter of 2003 include an adjustment of .9 million to net sales and accrued expenses. Following the accrual adjustment recorded in the fourth quarter of 2002, we recovered on a pre-tax basis approximately .5 million in fees we previously paid under our Co-Promotion Agreement for Altace, and have reduced the accrual for these fees by this amount in the fourth quarter of 2003. In addition, fees under our Co-Promotion Agreement for Altace in the fourth quarter of 2003 were reduced on a pre-tax basis by approximately .7 million as a result of the accrual adjustment recorded in that quarter. The ##TEXT##.9 million adjustment in our accrual for Medicaid rebates for the period from 1994 through 1997 reects the correction of immaterial errors that occurred during that period. The Medicaid audit did not result in any changes to our accruals for programs other than Medicaid. We are currently in the process of conducting detailed audits of our compliance with the requirements of several other governmental pricing programs, but our obligations under these programs are substantially less than our obligations under Medicaid, and we do not expect the audits to result in material adjustments to our accruals. Although the amounts described above constitute our best estimate of amounts owed in respect of Medicaid and other governmental pricing programs, our calculations are subject to review and challenge by the applicable governmental agencies. In connection with the pending governmental investigations, we have continued to engage in discussions with representatives of the Oce of Inspector General of the Department of Health and Human Services, the Department of Justice, the Department of Veterans Aairs, the Centers for Medicare and Medicaid Services, and the Public Health Service. Anyone who has worked with adolescents on sexuality-related issues often has to respond to two distinct kinds of questions. The first type of question is informational and requires clear explanations of complicated medical facts. The second type, which we refer to as "difficult" questions, includes not so much questions as expressions of beliefs, discomfort, or even anger. While the media surrounds young people with highly sexualized content, the fact is that many adults are very uncomfortable with sexuality and are particularly uncomfortable with the fact that many teenagers are sexually active. The authors of the landmark Alan Guttmacher study comparing the high U.S. rates of teen pregnancy to the far lower rates in western Europe and Canada concluded that this is one of the main reasons our teens are at risk.28 We find it difficult to provide information or services because it means acknowledging teen sexuality as a healthy aspect of human development. Teens pay a high price for this discomfort. So what do you say when asked in a challenging tone, "Are teens really old enough to handle EC?" and you suspect the speaker is really saying, "I don't think teens are old enough to be having sex, and I don't want to `encourage' them by letting them know about EC." Simply giving the speaker the facts might not work; we know how difficult it is to change attitudes. It is probably best to acknowledge the speaker's concerns, confirm that this is a difficult discussion, and state that although we may not always agree, we are all trying to achieve the same goals: safe and healthy teens. The responses to the "difficult" questions that follow are less about facts review section 1 of this toolkit for facts ; and more about how to keep a discussion open when talking with and actimmune.
Once again we should stress the fact that we are not able to discuss specific treatments for cannabis dependency. To our knowledge, no study assessing the effectiveness of these treatments has been completed. Furthermore, of all the treatment and rehabilitation programs that exist in Canada, approximately 14% have been the subject of independent assessments.24 Despite the lack of systematic data, it may be possible to state that approaches to treatments for drug dependency are primarily cognitivist and behaviourist in nature. In the coptivist approaches, an attempt is made primarily to increase the awareness of the fact that a dependency problem exists: objective information and mechanisms of introspection are used to facilitate t h s awareness. In the behaviourist approaches, the treatments are designed to facilitate changes in lifestyle. It is known, in fact, that drug t a h part of a way of life revolving around a group of acquaintances and involving the frequentation of specific locations. Changing these patterns d help to create a lifestyle in which these drugs are not used.
